Quebec Student who only did 5 years of high school can I apply to a University in the U.S?

I have my high school diploma My dad is already staying in the U.S in Atlanta. I just want to know if I have to complete one year in Cegep in Quebec, to apply for University. I have my SATs and a General high school diploma, and I graduated with a 3.0 average
