How come there are no minorites/blacks in NE Georgia mountains?

I am only 55 miles NE of Atlanta, GA which is loaded blacks/minorities but why are there none in the mountain towns? Even at Walmart and Burger King only white people are holding the min wage jobs-all the customers are white too. Why?
